Reservation for STs %
Congress leaders insisted to increase it to 7
Bangalore,
A. 6: Congress leaders who have said that reservation should be provided to
Scheduled Castes and Scheduled Tribes according to their population. 3 per cent
of the reservation. They have demanded to increase it to 7.
Leader
of Opposition Siddaramaiah, AICC General Secretary Randeep Singh Surjewala,
KPCC President DK Shivakumar, Working President Dhruva Narayan, KPCC
Communication and Network Department President Priyank Kharge addressed a joint
press conference on Thursday and demanded the state government to implement the
Nagmohan Das report.
There
has been a push for reservation for Scheduled Castes and Scheduled Tribes in
proportion to their population for many years, with 15% for SCs and 7.5% for
STs in central government jobs and educational institutions for these
categories. Both together have 22.5% reservation. There is a total of 18%
reservation in the state including 15% for SCs and 3% for STs. According to the
2011 census, S,C 17.15% and ST people 6.95% total 24.10% of the population. But
the Congress said that the reservation for them is only 18%.
A
committee was formed under the chairmanship of Nagmohan Das in 2019 when there
was a Congress-JDS coalition government. This committee submitted its report on
July 2, 2020. At that time there was no coalition government. Siddaramaiah said
in a press conference that even after 2 years and 3 months, this government has
not accepted and implemented the report.
What
is in the Nagmohan Das report? In the report submitted by Nagmohan Das, the ST
reservation should be increased from 3% to 7%. SC reservation should be
increased from 15% to 17%. It has been recommended that the total reservation
for SCs and STs combined should be increased from 18 to 24%.
Nagmohan
Das is a former judge of the High Court. He has deep knowledge about the
constitution. Keeping the recommendation given by him, the government has been
calculating the balance for two years. BJP is against reservation. Dalits,
backward, minorities are not concerned. The bill was passed in Lok Sabha and
Rajya Sabha on the same day for the general poor people. We have enacted SC,
P/T, SP Act, which central government has implemented even BJP ruled states?
His job is to shed crocodile tears. Siddaramaiah burst out at the press
conference because I had proposed this in the House and the government is
delaying to do it further.
The
Congress leaders said that the chief minister has called an all-party meeting
tomorrow (Aug. 7) after insistence by the Valmiki Gurpeeth Shris, and explained
their strategy in the House. "Our party's stand is that the Nagmohan Das
report should be implemented. We are in favor of reservation. We are committed
to the stand that SC and ST reservation should be increased. This should be
discussed in the House and the regulation should be passed and sent to the
central government. Then the central government should see whether the
constitution should be amended within 15 days or not. It should be implemented.
This is the stand of our party. We will say the same in tomorrow's all-party
meeting," Siddaramaiah, DK and others said in a joint press conference.
